THIS SUBROUTINE DECODES AN INTEGER FROM A CHARACTER STRING.

THE INPUT STRING SHOULD CONTAIN ONLY DIGITS AND (OPTIONAL) TRAILING BLANKS AND SHOULD NOT CONTAIN ANY SIGN CHARACTERS (E.G. '+', '-') NOR LEADING BLANKS NOR EMBEDDED BLANKS.
